Border-region regime extended
The decree extends the validity of the import-duty regime for the border region and northern border strip through December 31, 2030.

Current RGCE publications and annexes
SAT's 2026 RGCE (foreign-trade rules) index lists the second modification and compiled texts published September 22. The resolution generally takes effect September 23, with special transitional provisions. The index identifies Anexo 24 for automated inventory controls and Anexo 30 for credit and guarantee accounts. Use the published rule and its own transitional provisions when reviewing a particular operation; this index entry does not assign one effective date to every provision.

USMCA joint-review statement
USTR stated that the agreement had not been renewed in its current form and remained in force while issues were being resolved. A review statement does not establish product origin: US, Mexican and Canadian goods still need review against the applicable origin criteria before a preference claim is made.

Listed tariff classifications and sector-program changes
The decree changes listed goods, including chemicals, musical instruments and specified steel entries in PROSEC, the sectoral promotion programs. Its text preserves treaty treatment for goods qualifying under the relevant agreement. Goods without a supported preference claim need review of the general tariff and any applicable program. Customs Law Regulation reform
The decree amends the Customs Law Regulation and takes effect the day after publication. Importers, exporters and the customs professionals handling their filing should review the provisions relevant to the actual operation and document arrangement rather than assume a previous shipment file is sufficient.

Tariff changes for listed goods
The decree changes listed classifications, including specified plastics, footwear, automotive parts and furniture. The affected treatment depends on the exact product and its supported origin claim or relevant program. Origins without a supported treaty preference need review under the general tariff or relevant program. Chinese-made finished goods merely stored in the US do not acquire USMCA origin through that storage. Follow the DOF link for the rates, and the origin guide for the separate origin review.

Customs Law reform
The decree amends documentation provisions and customs-broker responsibilities. The general start date is January 1, 2026; specified provisions have later dates under its transitional articles. Review the original decree for the provision involved in your operation instead of treating the general date as the start of every change.
